In my oppinion, Mark, 72 DPI is only useful for the placement coordinates in a 
PDF.

My company routinely uses 300-500 DPI images in our prints. They look fine. 
Some pages are PDF pages converted to JPG/PNG via Gimp/Image-Magick.

I can't comment on DITA Open Toolkit. Good luck with your PDF rendering setup.
