No, it does not.
Uncompressed images are always uncompressed in PDF, until you use the COMPRESS PDF back-end option.
XEP compresses *all* streams in a PDF file using Flate compression, if the COMPRESS option is set to true.

So I believe you co-workers use different PDF back-end settings.
