[xep-support] Installing Docbench issue

On a Windows 7 machine I right click setup.bat and click Run as administrator. The DOS window has two lines both reading:

ERROR: The system was unable to find the specified registry key or value.

And a dialog reads:

Windows cannot find 'elevatedcmd.lnk'. Make sure you typed the name correctly, and then try again.

The four files unzipped from xep-4.23.355-2014-08-15-docbench.zip are all in the same folder on my desktop.
