[xep-support] Disregarded space-before in rx:flow-section

Hello XEP support,

I think  XEP is doing wrong in the following situation:

<rx:flow-section>
 <fo:block>------ Inside a flow-section ------</fo:block>
 <fo:block>
  <fo:block>
   <fo:block>
    <fo:block space-before="5mm">
     This space-before *IS DISREGARDED*
    </fo:block>
   </fo:block>
  </fo:block>
 </fo:block>
</rx:flow-section>

The space-before is disregarded when

   - the block is inside nested blocks and
   - inside a flow-section

If I remove the nesting *or* the flow-section the space-before is honored.
