Turns out is was operators error (mine).  I had the link:

 <rx:bookmark external-destination="url(myfile.pdf)">
            <rx:bookmark-label>Title</rx:bookmark-label>
         </rx:bookmark>

Modifying the link to:

 <rx:bookmark external-destination="url(file://myfile.pdf)">
            <rx:bookmark-label>Title</rx:bookmark-label>
         </rx:bookmark>

solved my issue.  It is a 'duh' moment|-)!
