Hi Ken,

Yes, this is what I am using, but the issue is that we have to insert
these whitespaces at all. I could ask the translator to insert
whitespace at any possible word boundary, but this seems like overkill.
The alternative is to generate the PDF then insert whitespace based on
the observed output.

I believe, though, that I am doing something wrong rather than this
being intended behavior...

Have you tried using the zero-width-space character in your 
translation solution instead of a simple space?  The end visual 
result appears not to have spaces, yet you will get line breaks 
between words because the zero-width-space character is a word-break
character.
