[xep-support] Can't start hot folder after upgrading to XEPWin 3

After upgrading to XEPWin 3, I get the following error when I try and
“start” the default hot folder:



Couldn’t start: Configuration system failed to initialize



Anyone have an idea as to how to debug/fix this?
