[xep-support] border on fo:region-body

Hi all,

when specifying the border attributes on fo:region-body, fop barks:

org.apache.fop.fo.expr.PropertyException: Border and padding for region
"xsl-region-body" must be '0' (See 6.4.13 in XSL 1.0).

And indeed we can find in ( 6.4.14 in XSL 1.1): 'The values of the
*padding* and *border-width* traits must be "0".'

While it works on XEP. So is this a (handy) overcome from XEP or
something else?
