[xep-support] Page/Column Break Problem

I am getting strange results with column and page breaks.  I have a two 
column document.  I have a fo:block at the end of my fo:flow that balances 
the last page of the document nicely, but on a 3 page document, page 2 is 
breaking in strange places. 

There is a  zip file with two examples at this link [ 
http://www.daversetheband.com/example.zip ] (two xml files, two pdf output 
files, and the xslt files used to create them).  You will see what I mean 
when you see the pdf files.
