Hello Henk,

I believe keeps should not work across flow-section boundaries. By 
default XEP will try to keep the flow-section close to the previous 
content, unless an explicit page break is specified.

I can imagine an example when you may need it, but, for any particular 
document, it's easy to add a page break before a problematic 
single-column title to force it go the next page where the following 
content is.
