[xep-support] Page Breaks Work in Single XML Files, but Not When Referring to Multiple XML Files

I have never tried to do what you are doing, but I suspect the  
problem may be that you are inserting an empty block, which XEP may  
well choose to ignore.  Try to put some content in the block, such as  
an empty fo:leader, or better yet set the break-before attribute on  
the actual document text rather than on an empty block.
