[xep-support] Hyphenation issue

Hello Els,

In XSL-FO there are no means to fine-tune hyphenation in the way you
want. The only thing I can suggest is to leave
hyphenation-*-character-count="3" and wrap all 7 and 6 letters words
into keep-together.within-line="always" (you can do it in XSLT). This
is not elegant, but it looks like the only possibility to achieve desired
effect.
