[xep-support] getting a semi-transparent watermark to overlay tiff images

Hi all,

FYI, it turns out that the tool I was using to create my SVG watermark wasn't
outputting the fill-opacity attribute correctly. Once I added that in, I was
able to get a semi-transparent watermark to overlay the entire page.

Thanks again for everyone's help, and special thanks to Kevin Brown at RenderX
for providing me the crucial clue that led to the solution.

I don't know that I've tried this with XEP, but if you have a free edge
region, you can have that edge region overlap the body region and then
put the graphic in there, either as a background or just as normal
static content. The edge regions should have a higher Z index then
region body (but I'm not sure if the FO spec requires this--it is the
way that XSL Formatter behaves).
