One way to justify rendering empty blocks that specify borders is to 
consider such use a shorthand for a block with an empty leader, which 
is, as y'all have pointed out, what it essentially is.

Or said another way--how is an empty (zero-length) leader any less 
"empty" than a block with borders but no content?
