(You probably mean "PDF to XSL FO", don't you?) No, RenderX
does not produce anything of the kind. To get a structured document
from PDF, you need a strong artificial intelligence: it's essentially
and OCR task, far outside our expertise.

I never heard of any tool capable of getting XSL FO from PDF.
However, here's a couple of tools that claim to convert PDF 
to more structured formats:

HTML:

RTF:

I have never tried them, and don't know what they are worth.
You'd better ask in specialized PDF forums.
