I forgot to mention the text is in French, and it is necessary to put the space before all punctuation at the end of sentences. The trick will be getting the editors to remember to always put the non-breaking space in.<br>

It works, and seems to be the easiest solution.<br>

Just for completeness, let me mention a couple of others:<br>

1) Use a space-filled leader instead of a space character:<br>

<br>
This is equivalent to the NBSP solution; it has a disadvantage<br>
of greater verbosity but lets you control the distance from the <br>
text to the question mark in a precise manner.<br>
<br>
2) Add some padding before the question mark:<br>

Where is the text<fo:inline padding-left="0.5em">?</fo:inline><br>
<br>
Same advantages/disadvantages. This one is natural if your <br>
question mark should be made more visible to the Marketing:<br>
