You footnote is in a list with a start-indent. It is inherited into the footnote itself.
<fo:list-item-body start-indent="body-start()">
<fo:block>The relational model requires that every

<fo:footnote start-indent="0pt">
<fo:inline font-size="smaller" baseline-shift="super">1</fo:inline>
Removing the start-indent by making it “0pt” leads to this. Is this your issue?

Many thanks for your response and suggestion.
Unfortunately, in my documents, the footnote bodies are NOT centered, so your suggested fix doesn't seem to have any effect.
I've sent an XML-FO document to support that demonstrates the problem, so perhaps that will help them figure out what is going on.
