[xep-support] ID is not propagated into the output in specific FO construct

Dear All,

when an image is preceded with an empty block-container and the content doesn't fit the page, the ID on wrapping block is not propagated into the output, see the attached test case.

While there are some workarounds, e.g. use non-empty block-container or avoid overflowing the page, I'd rather used my original code.
