I believe you are correct, but it is truly lacking in the specification.
Many/most fonts do not have such "characters" in their font. Thus, they must
be "computed" and the specification makes no rules about uch computation.
I had to dig into the support archives way back to 2005 to find that one.

If you truly want to implement them, you need to use fo:leader, as in:

<fo:block font-size="30pt">Regular space, Em<fo:leader
leader-length="1em"/>space, En<fo:leader
leader-length="0.5em"/>space</fo:block>

That requires more information about the font you are using and how you are
determining "they are converted" in the PDF.
Send along a small sample of the FO and the PDF showing this.

For some reason we are seeing em and en spaces (which we definitely see in
our fo) get converted to regular spaces in the PDF. Does anyone have any
idea why this would be? Is there some kind of configuration around this, in
xep or something in the fo?
