[xep-support] Java timeout with jpg image

I am having trouble getting an image to appear in a transform. I've tried a couple variations (adding/dropping url() for instance) with no luck. I get the same error show below. I am unsure why I'm getting the time out. I'm able to access images locally on the machine as well as other web hosted images. Just problems with this particular path for some reason. The same machine can display this path in a browser so it does not appear to be a firewall issue.  Suggestions?
