I would not know what is licensed or not. It seems there are various
components to MathFlow:
http://dessci.com/en/products/mathflow/mf_components.htm
One of which is composer which would export the equation for composition as
image (GIF or PNG) or vector (As PDF for PDF or EPS for Postscript). It also
says SVG is coming soon.
I would assume you need this component to export as one of the above formats
to be included.
Possibly ask oXygen how the integration is? Perhaps it merely exports MathML
into the XML . then you are right back to being no different than inserting
MathML into the XML .

Sorry, I forgot to mention that the Mathflow/Oxygen trick only seems to work
with FOP, not XEP (I haven't tried AH)
I suspect the XEP problem is me rather than XEP, I dropped it when I found
that FOP worked. Any comment, Kevin, I would prefer to stick with XEP.

Windows 7 is alright (this initial release is Windows-centric, .NET 3.5).
However, unless you have a toolchain upfront doing MathML to SVG injection
it would not support the MathML requirement you have. Docbook is no problem.
