[xep-support] Error with SVG background image using FTP

XEP has a set of extensions for background images. These extensions have 
the same meaning and syntax as the XSL-FO attributes for "ordinary"  images.

You need the rx:background-content-type extension.

<fo:table-cell 
background-image="url(ftp://ftp.xxxx.xx.xx/pub/xml/xep/icons/newcircle-4mm-empty.svg)" 
background-repeat="no-repeat" 
rx:background-content-type="content-type:image/svg+xml"/>
