[xep-support] rx:table-omit-initial-header seems to be ignored

Hi,

I am using RenderX to create PDF's and am generating a table with the
following tag:

<fo:table rx:table-omit-initial-header ="true">

At any rate, I would expect that the initial header on the first page
where the table appears would not contain the header but each subsequent
page where the table appears would contain the header.

Unfortunately, this doesn't seem to be the case. It would appear that
the header is being rendered on each page including the first page where
the table appears.

Am I doing something wrong here?
