[xep-support] rx:flow-section keep-with-next

Hello Michael,

My problem and what I'm trying to achieve is:

Each flow:section can start anywhere on a page, with a horizontal rule above
the title. 
The header of each page also contains a horizontal rule.
I'm trying to prevent that a page starts with 2 horizontal rules.
If the last fo:block could be kept with the following rx:flow-section, this
problem would be solved....

Perhaps, there is another way to disable the placement of a horizontal rule
at the top of a page or column?

Hello Henk,

I believe keeps should not work across flow-section boundaries. By default
XEP will try to keep the flow-section close to the previous content, unless
an explicit page break is specified.

I can imagine an example when you may need it, but, for any particular
document, it's easy to add a page break before a problematic single-column
title to force it go the next page where the following content is.
