[xep-support] Table and Border Columns do not Appear

Docbook-dtd-4.5CR1, xsl-fo-1.69.1, oXygen-6.2, XEP-4.4 (current build)

 

Table and column borders do NOT appear on PDF transformation, they do on
HTML transformation.
