Hmm. I tried creating a focused test case for this and now I can't 
recreat the behavior, either with my test case or with my production FO.

So I'm not sure what was going on before but everything seems to be 
working as it should now.

It may have been a side effect of non-obvious inheritance of margins or 
indents.
