[xep-support] getting a semi-transparent watermark to overlay tiff images

Actually, overlaying the body region isn't the problem, preserving transparency
is. XEP doesn't seem to support transparency with either SVG or TIFF. I was
finally able to get a "transparent" watermark to show up over the page by using
a dithered PNG with a transparent background, but it only looks right on
screen...when I send it to a printer (even a level 3 PostScript printer) the
entire bounding box of the PNG shows up white, blocking just about everything on
the page :-(.

Hopefully someone from RenderX will add a watermarking extension sometime. In
the mean time, I may have to resort to post-processing the PDF with a standalone
watermarking application.

I don't know that I've tried this with XEP, but if you have a free edge
region, you can have that edge region overlap the body region and then
put the graphic in there, either as a background or just as normal
static content. The edge regions should have a higher Z index then
region body (but I'm not sure if the FO spec requires this--it is the
way that XSL Formatter behaves).
