[xep-support] What's New on-line, free tools page

Hi,

I've put WhatsNew.txt from the XEP distribution to the site and will 
keep it (the build script will) up-to-date 
(http://www.renderx.net/Content/support/xep/WhatsNew.txt, linked from 
Support and Tools/XEP pages).

I've also added a page on free tools 
(http://www.renderx.net/Content/tools/free.html, with links to pages 
about FO validators, the barcode library and the fo to html converter).
