[xep-support] region-after overflow problem

Hi,

we are using XEP 4.2 and have noticed that if there is too much content in a 
header static region then the overflow content is hidden by default. Which is 
the behaviour we expect and want.

However, the same is not true for the footer region, content flows through the 
border, and into the margins defined on the SPM. Specifying 
overflow="error-if-overflow" does not result in an error. No other values for 
overflow suppress the overflowing content.

Any thoughts?
