[xep-support] Support for accessing https links in XEP 3.8

Hi,

Can you please let me know the latest version of XEP.Net (Server) and
where I can download it? Currently I am using XEP.Net 3.8 (Server). Does
XEP.Net require the JVM installed on the server?
