The one in the distribution itself. XEP/lib/xep.jar. The jar in devkit 
is with the debugger turned on, and it is the cause of contention. The 
jar in devkit is intentionally slow, it has a lot of checks and a 
debugger built-in that can be turned on to see a lot of additional 
information.
