Yes, not only is it possible but that is the principle behind the "back of
the book index methodology" available as a free download in the "Free
resources" area of our web site cited in my trailer below. I include links
to free tools to use in the methodology.
Mind you, I'm actually exposing numbers onto the PDF canvas, I'm not going
into any hidden information in the PDF file. Perhaps this wouldn't be
quite what you need as my approach would require two passes: one to expose
the page number citations (which I do in my methodology by exposing angle
brackets that satisfy XML syntax), and one to suppress them.
But I hope this helps perhaps through the free tools that are linked.
