[xep-support] load-policy in Enmasse

Hi,

there is a new option in Enmasse, load-policy. It takes either
'MRF' or 'LRF' as values; with MRF (most recent first) Enmasse
gives fastest response, with LRF, it distributes the load evenly
over the grid (this is the default behavior).

A caveat with 'MRF' is that with more than one Access Point for
the same grid, the response increases at low loads. More info
