[xep-support] version numbers?

Have you changed your version numbering system starting with 4.0?  I have
noticed that the downloadable version of xep 4.0 has changed a couple of
times.  I have:

xep-4.0-20041010.zip
xep-4.0-20041025.zip
xep-4.0-20041118.zip

The zip files are not the same size, so something is changing.  But I can't
find any information on your new minimalist website about the differences
between these versions.  Can you explain your versioning system for 4.0?
Are you going to announce these updates and what has changed?
