Polish hyphenation file will be probably encoded using iso-8859-2 
encoding. You must specify encoding used by hyphentaion file in hyphens.xml:

<hyphen language="cs" table="czhyphen.il2" codelist="il2codes.xml"/>

You can download il2codes.xml as a part of Czech localization from 
http://www.kosek.cz/sw/xep/czhyphen.zip.
