[xep-support] General fonts question

We're converting from FOP to XEP for our in-house DocBook->PDF
toolchain.  I'm very happy so far except for the small number of
built-in fonts.

Here's our release data, just for completeness (with Modular
Stylesheets release 1.65.1):

    XEP - XSL Formatting Engine for Paged Media
    Academic Edition

    Version 3.7.3
    February 9, 2004

Somehow, PDF files built by FOP seem to know about Palatino, but
XEP does not.  I'm not the package installer or maintainer here,
but our local sysadmins are stumped.

The information in the XEP User Guide about how to install fonts
is quite clear, but we don't seem to have the requisite files.
Somehow, Acrobat Reader and the printers can view and print files
coming out of FOP that use Palatino.  Either they're using the
built-in fonts correctly, or the font files are squirreled away
somewhere we don't know about.

We're a state-underfunded university and always trying to do
things on the cheap here, so I'd prefer less than perfect
public-domain fonts over expensive purchased fonts, whenever
possible.  What are our options?

*   Is there some magic configuration thing we can tweak so that
    AcroRead and the printers use whatever font source they're
    currently using?

*   Are there reasonably decent public-domain fonts out there?

*   If the only choice is to purchase them, whose should we buy?

At the moment I need only a small number of fonts:

    Palatino: regular, italic, bold, bold italic, small-caps
    Lucida Typewriter: regular, italic, bold, bold italic

I'd appreciate any suggestions.
