[xep-support] xmlns:rx DTD

xmlns:rx="http://www.renderx.com/XSL/Extensions"

Does XEP fetch this DTD from renderx.com every time a transformation takes 
place referencing the rx namespace?

If so, I'd like to take a copy of the DTD, make it local, and change the 
namespace reference in my XSL.

However, hitting the above URL, no DTD is returned.  Perhaps XEP is fetching 
it on some port other than 80?
