[xep-support] xmlns:rx DTD

Anyone else on this list getting two copies of each email?  I don't see this
with any other list of emails I'm getting other than this list.

That is just a namespace declaration and doesn't refer to any kind of
resource.  XEP shouldn't be attempting any network connections related to
the namespace declaration.  (Namespaces only use URL's because they are a
familiar standard and there is already a mechanism in place to prevent
organizations from duplicating URL's.  They are not intended to refer to
resources.)
