Richard,

it is always better to see what one wants to get than to discuss
whether one can get it in a way he/she has chosen. 

In particular, the easiest way (although not comformant) to achieve
alternation of picture/text sides is to use RenderX XEP extension
that allows for values 'outside'/'inside' for attribute 'float'.

Then you can render the layout with single-column page masters.

This is relatively easy, I had solved a similar (while not quite the same) problem
for a client in the past.
