Indeed it's a bug in XEP. Use of 'word-spacing' attributes on 'fo:block' is
absolutely legal. It will be fixed in the next release.

By the way, percentage values are not allowed for 'word-spacing' property.

Please note that XEP uses 'word-spacing.optimum' value only.
