[xep-support] xep problem under tomcat 4

Anyway, this is just for license check; I can prepare a jar without license check,
no problem, but this problem itself means that class loader is not configured properly
with tomcat. I have been able to reproduce similar dignostics with gij (gnu java interpreter),
but the thing is a very buggy beast and many things do not work at all (not because it is
free, because it is buggy -- these things are not related).

I would suggest to try and check whether reflection works at all under current installation
of tomcat.  I would also love to get off-list a more detailed description of the configuration
and ask renderx people to check it and find out what's wrong.
