It is possible to everybody: there is a special address, xsl-editors at w3.org,
archived at http://lists.w3.org/Archives/Public/xsl-editors/. If you decide
to submit a proposal, please include a requirement for footnote numbers
restarting at page breaks - yet another piece of often requested functionality.
