While other people have explained the meaning of the error, I would like
to attract your attention to the fact that you are evaluating an old (probably
2.78) version of XEP. (In XEP 3.13, order or regions is not checked;
we will reintroduce the check in the next release, but only as a warning).

I do suggest that you try XEP 3.13 instead. It is more reliable, faster,
and covers more of the spec.
