[xep-support] XEP Accepts Negative Padding Values

XEP does not complain about negative padding values, e.g.: 
padding-after="-0.3em".

The spec says that negative padding values are not allowed (7.7.35), 
although they seem perfectly sensible to me (obviously, as I was 
specifying them).
