[xep-support] Something Funky With span="all"

The attached doc is a sample of multi-column page layout. It consists of 
three blocks, each one in it's own column, followed by a block that 
specifies span="all".

When I render with 3.12, the spanning block is rendered way down on the 
page, even though there is no space before or after at work.
