[xep-support] Forcing an "empty" block to render

Given that XEP refuses to render blocks with no content, what can I put
in a block that will produce no visible result but will force the block
to be rendered (e.g., to create a border and padding). I tried \u0A
(no-break space) and \u200B (zero-width-space).
But really, I think this restriction should be removed.
