I apologize for the delay, but I have been very busy last several days.
Your particular case fails to do what it is supposed to because the .fo
file is overconstrained. All table rows are equipped with keep-with-previous="always"
attribute. This condition cannot be satisfied along with keep-together,
thus keep-together looses.
I remove keep-with-previous from table-rows and got what you probably
expected to get. The pdf is attached.
I realize that the correct support for repeating-table-header requires
that header breaks rows if they are allowed to break on page boundaries.
It is possible to implement within the current architecture of XEP but
requires efforts I can only allocate when a long list of task is accomplished.
The only chance it is implemented soon is that a commercial customer orders
the functionality.
Both commercial and evaluation distributions will be updated.
