Very strange. Page-position is implemented in XEP except
page-position="last"; your code should work. My wild guess is 
that the master name for PageRest is misspelled in the 
simple-page-master. If this is not the case, I would like 
to have a look at a complete XSL FO file in which the 
problem manifest; please send it to support at renderx.com.
