I've browsed the specification once more and I'm still inclined
to think that white-space-treatment is a block-level-property.
And it is currently implemented in XEP as such.

It is listed in 'Block and line-related attributes', although
what it applies to does not follow clearly from the prose.

I have doubts. We'll try to resolve them.
