[xep-support] XEP3.13: external-destination in basic-link

Hi,

There seems to be a problem with relative URIs. If the value of external-destination
is set to url(a.pdf), the URL http://a.pdf is generated. This is wrong because a.pdf
is not an absolute URL. Therefore it should be resolved against the base URL, which
is by default the URL of the containing document. The resolution should have resulted
in the equivalent of file://`pwd`/a.pdf. An URL with the file scheme would then
generate a PDF link if PDF is being produced.
